In the body of the story it says they were dachshund & terrier mixes, which makes a tiny bit more sense, since terriers can be very bitey and attack-prone.

I note the owners aren’t trying to defend their dogs at all, they’ve asked that they be euthanized, which leads me to think they’re as horrified as everyone else.
